Support R & D and innovation, and strive to break through the "stuck neck" technical problems
In order to support R&D and innovation, the "Several Measures" proposed five measures to continuously strengthen the support of basic research and the construction of innovation platforms, improve the transformation mechanism of innovation achievements, enhance the power of technological innovation of enterprises, and strive to break through the "stuck neck" technical problems, and put key The core technology is firmly in our own hands.
Strengthen technology research and development innovation. During the "14th Five-Year Plan" period, the post-investment subsidy system for R&D enterprises will be implemented, and financial subsidies will be provided to technology-based enterprises that enjoy preferential policies for super deduction of R&D expenses. The R&D expenses actually incurred in the R&D activities carried out by the enterprise shall be deducted according to the facts according to the regulations, and then 100% of the actual amount incurred shall be deducted before tax. Support the inclusion of relevant horizontal topics in the government's science and technology plan, and include them in the management of performance salary, professional title promotion, job employment, etc. of the main researchers and those directly participating in the research, and do a good job in the supervision and evaluation of the project during and after the event.
Support the construction of innovation platforms. A one-time incentive subsidy of 3 million to 5 million yuan will be given to the scientific and technological innovation platforms that have been promoted to national key laboratories and technological innovation centers. Those identified as provincial-level manufacturing innovation centers will be given 3 million yuan in financial support. Provincial-level innovation platforms such as industrial innovation centers and engineering research centers will be built, and provincial-level financial support will be given no more than 30% of the total project investment and 30% of the investment in new equipment, up to 20 million yuan and 3 million yuan, respectively. For newly recognized provincial-level and national-level enterprise technology centers, provincial-level financial rewards of 1 million yuan and 5 million yuan will be given respectively. Support the construction of professional service platforms that meet international standards, such as biopharmaceutical pilot test services with a scale of more than 1,000 liters, high-end preparation pilot tests, medical device engineering, and drug import and export services, and provide support after identification.
Support the research and development of new drugs and medical devices. For the key biomedical research and development plans and achievement transformation projects included in the provincial science and technology plan, special provincial science and technology funding support will be given. For innovative drugs (chemical drugs, biological products, combined calculation of different dosage forms) that have entered phase II and phase III clinical trials, a financial reward of 3 million yuan and 5 million yuan will be given respectively; for improved new drugs that have entered phase III clinical trials, Innovative traditional Chinese medicines will be rewarded with 2 million yuan in funds. Independent legal person enterprises and public institutions in this matter have a maximum cumulative reward amount of 20 million yuan per year.
Support the research and development of new veterinary drugs. Financial support will be given to research on veterinary pharmaceutical technology and new dosage forms listed in the provincial key research and development plan. 5 million yuan, 3 million yuan, and 2 million yuan will be given to those who enter the clinical trial research of the first, second, and third categories of new veterinary drugs; 3 million yuan will be given to those who have obtained the first, second, and third categories of "New Veterinary Drug Registration Certificate" RMB, 2 million, and 1 million rewards. A reward of 1 million yuan will be given to those newly included in the catalog of Chinese herbal medicine resources in the "Chinese Veterinary Pharmacopoeia".
Support the undertaking of clinical trials. Support qualified medical institutions to actively participate in clinical trials of drugs and devices. Beds that are only used for clinical trials are not included in the total beds of medical institutions, and evaluation indicators such as bed efficiency, turnover rate, and utilization rate are not specified.
Strengthen the business entity and promote the development of industrialization
The "Several Measures" proposes to encourage cities and Xiong'an New District to formulate supportive measures with reference to the best investment promotion policies of domestic cities, and reward biomedical investment promotion projects. For the introduction of domestic advanced, large-scale investment, and major projects led by high-end talents, "one case, one discussion" can be supported. Support pilot projects for industrial Internet innovation and development in key subdivided fields of biomedicine, and give project units a subsidy of 20% of the actual investment amount of the project, with a maximum of 5 million yuan.
Support the industrialization of innovative drugs and generic drugs. For industrialization projects of innovative drugs, improved new drugs and other generic drugs newly obtained drug registration certificates that have obtained drug registration certificates and landed in the province, the best ones will be included in the provincial high-tech industrialization project plan, and the total investment of each project will not exceed 30%, 20%, 15%, up to 50 million yuan, 20 million yuan, 10 million yuan in financial subsidies.
In terms of strengthening factor guarantees, the "Several Measures" put forward targeted measures in terms of building talent highlands, ensuring production factors, and strengthening financial services. Leading talents and teams who bring technology, achievements, and projects to Hebei Province for innovation and entrepreneurship will be supported if they are eligible to be included in the provincial science and technology plan. Incorporate biopharmaceutical companies into the protection scope of large user factors such as natural gas, coal, electricity, heat, and transportation. The industrial park has improved infrastructure such as water supply, power supply, gas supply, heat power, and sewage treatment. Give full play to the role of the existing government investment guidance funds, encourage localities to set up sub-funds, form a "mother-sub-fund" operating structure, and focus on investing in and supporting high-tech and innovative pharmaceutical companies and key projects at the start-up stage.
"Several Measures" also introduced targeted measures from the aspect of optimizing government services, accelerating the first trial of policies, accelerating the reform of review and approval, and optimizing industry supervision and management. The "Several Measures" will be implemented from the date of issuance and will be valid for 5 years. It will be supported with other similar policies in Hebei in accordance with the principle of "favorable, high, and non-repetitive".
